I'm 24 and I'm a student from Italy. I need to rent a car for 1 day from Maastricht to Amsterdam Schiphol.

This will open another smaller window and if you click on "DRIVER" you will see what age restrictions there may be and any associated fees. Try a few different car models / suppliers, as they do differ.

So for instance fot the cheapest car it seems there's a fee of 18.5€ if you're 24 years. And what about the deposit of 650€?

Yes, young driver fee is €18,50 in your example. The deposit will be held (not taken) from your credit card during the period of the rental. It will be released when the car is returned without any damage.
